Genel Seçimler                               General Elections

     Ülkemizde genel seçimlerin yapılmasına çok az bir süre kaldı. Farklı siyasi görüş sahipleri yönetime gelmek için bir yarış içindeler. Kuşkusuz seçmen de bir beklenti içinde, seçimlerin sonunda kişi ve toplum olarak bazı kazançlar elde etmeyi umuyoruz. Bu beklentiler daha çok ekonomik durumla ilgili. Dinsel değer yargılarının toplumu yönlendiren ana unsur olup olmaması da üstü kapalı tartışılıyor. Bu konuları yerel olarak nitelendirebiliriz. Daha genel olarak bakılırsa, Türkiye'de ve diğer ülkelerde seçmenin tartışması gereken konular bana göre, nüfus artışının planlanması, kaynakların adil paylaşımı, silahsızlanma ve barış, sürdürülebilir kalkınma, eğitim, insan hakları, toplum yapısının ve davranışlarının sorgulanması olmalı.
    Bu aşamada toplumu kim yönetir sorusunu sormak yerinde olur. Siyasiler ne kadar isterlerse istesinler, devlet bürokrasisini önemli ölçüde değiştiremezler. Günümüz dünyasında uzmanlığın öne çıktığı açıktır. Örneğin ekonomi yönetimi bir siyasi kadronun değil bir uzman kadronun işidir. Bu nedenle seçim öncesinde ne söylenirse söylensin, sonrasında bu uzman kadro etkili olacaktır. Bürokrasi dediğimiz memur ve teknokratlar, toplum çarkının işletiminde uzun dönemli birikimler elde etmişlerdir. Toplumu yönetenler hangi siyasi görüşte olurlarsa olsunlar, ülke çıkarlarını gözetmek için, bu uzman kadroları korumak durumundadırlar. Ayrıca artık dünyamızda basın ve sivil toplum kuruluşları da yönetime ortaktır. Peki o zaman siyasetçilerin görevi nedir ? Bana göre siyasetçilerin asıl görevi çevrelerindeki gelişmeleri ve bu gelişmelerin toplumu nereye götüreceğini önceden görmek, tartışmak ve toplumun altyapısını buna göre hazırlamaktır. Demokrasi de bu süreci halkla paylaşmaktır.
    Vereceğimiz bir oyun etkisi çok azdır, sonuçlar da beklediğimiz gibi çıkmayabilir. Tek tek toplumsal sorumluluğumuzun ve gücümüzün bilincinde olmak bence çok daha önemli.

     There is a short time left until the general elections in our country. Parties of different political views are contesting to come to power. No doubt, the voters are also in a state of expectation, hoping for some gains either for themselves or for the society. These expectations are mostly related to the treatment of the economic situation. Influence of the religious values of judgement on the functioning of the society as opposed to rationalism is also a matter of concern, though not debated openly. We can look at these issues as local. To speak in general terms, I think the planning of population growth, rational share of the resources in our country and the world, disarmament, sustainable development, education, human rights, new attitudes towards the structure and behaviour of the society should be discussed.
    It is perhaps appropriate to ask the question of who governs the society. No matter how much they may wish, it is hard for the politicians to change the bureaucracy. It is a fact that expertise stands out in a modern society. For example, the governing of the economy is the job of experts not the politicians. Therefore, regardless of what is said before the elections, the experts will be influential afterwards. Civil cervants and technocrats, which we call bureaucrats, has developed an experience in the running of the governmental affairs. Those who seek power, must uphold and care about the bureaucrats. Furthermore the press and non governmental organizations also share power in the governing of the modern society. What then is the function of the politicians ? I think their role is to watch for and understand the developments around us, to see where these developments will take the society to, and prepare the fabric of the society accordingly. And democracy is the sharing of this process with the people.
    The effect of a single vote in total is very small, the results may not turn out as we expect. But I think it is much more important to be concious of our individual responsibilities towards the society and the individual power that we possess to change the society.
