Tws Turkish character problem

This is an issue we lived with TWS version 9.3

Job summission fails, TWS agent becomes offline.

When you look logs, below line explains the issue.

<LogText><![CDATA[************************* THIS IS NOT UTF8 ********************]]></LogText>

New job created and submitted but there were Turkish characters at comment area.(output at below)
Because of character not being UTF-8, agent became offline.
Replacing Turkish character with English characters and restarting agent solved the issue.
